How do you get 2D? I have it as one of the 14 places, and guessed it was the one locality (rather than one of the two hills) that match the cross letters.
I also have no idea how the wordplay in 23D works.

2D is not one of the 14 NZ locations. CITO is OTIC (‘of the ear’) ‘turned over’ (ie in reverse) and is an obscure word meaning ‘swiftly’:

I think 26A is the location I’m missing. I read it as overlapping definitions – your application won’t be a success if you get this, plus the whole clue as the 2nd definition.

not sure I quite understand what you mean here – but the answer for 26A is BLACKBALL and it is one of the 14 NZ locations. I have to say I didn’t think this was one of Kropotkin’s best clues!
